Vice President for Government and Community Relations

Shannon Kiely Heider serves as Vice President for Government & Community Relations at Indiana University, where she leads the university’s federal, state, and local government relations; economic development engagement; and strategic external partnerships in support of IU’s mission and the IU 2030 strategic plan.

In this role, Heider oversees advocacy and public policy engagement with elected officials, government agencies, and community stakeholders to advance Indiana University’s research, education, and workforce priorities.

Prior to joining IU, Heider spent more than 14 years at Cummins Inc., where she held senior leadership roles across government relations, trade policy, and commercial operations. She led state government relations before going on to lead Cummins’ international government relations and federal trade portfolio, overseeing global policy engagement related to trade and supply chains. Most recently, she served as North America Commercial Industrial Markets Leader for Cummins Power Systems.

Earlier in her career, Heider worked in public service and government affairs, serving as staff in the Indiana Legislature, in Governor Mitch Daniels’ administration, and as a lobbyist with Krieg DeVault LLP.

Heider holds a bachelor’s degree from Indiana University’s O’Neill School of Public and Environmental Affairs and a law degree from the Robert H. McKinney School of Law. She resides in Fishers, Indiana, with her husband, Neil, and their two children, Jack and Olivia.
