POLICY NO. IV - 60
RATIONALE: To establish guidelines for the administration of off-campus work-study payroll and the maintenance of fund accounts to cover the agency share of wages.
POLICY: Off-campus work-study agencies shall adhere to procedures established by the Financial Management Services department in matters pertaining to the reporting of time worked, and in maintaining deposits with Indiana University sufficient to cover the agency’s share of work-study wages.
DEFINITIONS: A college work-study recipient is a student who meets the federal college work-study program requirements and is awarded an allotment of college work-study by the Office of Student Financial Assistance (OSFA) to subsidize school expenses.
PROCEDURE REFERENCE: In particular, the following restrictions apply:

Time sheets: all agencies will forward to the work-study monitor in the Financial Management Services department by Monday following the end of the pay period, all completed time records for persons to be paid for the pay period ending the preceding Saturday.

Late Time Sheets: late time sheets submitted for time worked will be honored for inclusion in the next payroll provided payment can be made within the same work-study period, i.e. academic year or summer. Time submitted for which the employee does not have an award will be returned to the agency for payment to the employee by the agency.

Agency Deposits: the agency’s share of work-study wages will be on deposit with Indiana University prior to pay day. Payroll checks for agencies that do not have sufficient monies on account will be held by the Transaction Processing division of Financial Management Services until such funds are deposited. Exception: Claim Vouchers will be accepted in lieu of cash deposits for governmental agencies which are not allowed to advance cash prior to the services being performed. Account balances which have been inactive for one year or longer will be refunded to the agency. Refunds will be made at other times on inactive accounts upon request by the agency.
