VOLUME: III POLICIES RELATED TO CONTRACT AND GRANT ADMINISTRATION
SUBJECT: Contracting Agent
SOURCE: Financial Management Services
DATE ISSUED: October 1990, Revised August 2002
POLICY NO. III - 30
RATIONALE: Establishes Indiana University as the contracting agent.
POLICY: Proposals going to outside sponsoring agencies will be submitted in the name of either Indiana University or the Trustees of Indiana University. One exception to this policy is that all agreements with the Lilly Endowment should be made in the name of "Indiana University Foundation." Contact your campus Research Office to determine which Indiana University entity should be submitting the proposal.

The official authorized to sign agreements for the University is the Assistant Vice President for Research, or his or her designee. For the Indiana University Foundation, the authorized official is the Assistant Secretary, or his or her designee.

In some cases, the project director's signature is also required by the awarding agency. This is acceptable and even desirable, especially on industrial/commercial agreements. However, the project director’s signature is not the authorized and binding signature for the University.
