Senior System Analyst Programmer - PA3IT

Participate in the development and leadership of IT Communications Office (ITCO) functional/operational projects. Perform systems analysis, relational data modeling, web application design, development, testing, implementation, documentation, training, maintenance, and support of new and existing web applications/sites. Analyze functional processes, determine system specifications, design solutions. Create original program code in a variety of languages to maintain web based applications and web pages (both static and interactive). Ensure the security and integrity of the system applications.

Code, test, and document sites/programs that execute in HTML/CSS/jQuery/MySQL/PHP. Own areas of project plans ensuring utilization of good web development practices, troubleshooting, delivery and maintenance support for new web/database, mobile applications, and any other technology areas that may arise. Participate in the creation of web and mobile application development standards, technical documentation standards, and overall technical/develop- ment processes. Ensure development is using the latest versions of the software infrastructure, as well as ensuring the applications take advantage of emerging functionality that increases technical productivity or provide new services.

Maintain excellent relationships with all of members of the ITCO team and the Office of the Vice President for Information Technology (OVPIT) through careful consideration and thorough communication on analysis and development assignments. Show initiative, creativity, and innovation in the development of stable, maintainable, and efficient technical web solutions.

REQUIRED: Bachelor's degree. Preferably in communications or technology-related area plus three years of experience in web application design and development.

Combination of related education and experience may be considered.

Direct experience in web/database application development with specific focus on open-source web development technologies: MySQL, PHP, jQuery, HTML5, CSS3. Demonstrated technical skills relating to web application, mobile, and database development. Ability to manage projects as well as the ability to articulate strategic technical needs and requirements to management. Ability to work effectively with cross-functional teams. Excellent oral and written communication, problem solving, project management, analytical, and interpersonal skills. Experience with WCMS is preferred.

Excellent oral and written communication skills, including ability to collaborate closely with a diverse range of members as part of a multi-faceted communications team; and ability to work with minimal supervision, be service oriented, and self-directed.
