Eldon E. Ruff was born in South Bend, Indiana in March of 1931. He served in the U.S. Army and was a professor. Ruff served as the coordinator of guidance services for the South Bend, Indiana's public schools. He also served as the Director of South Bend’s Neighborhood Youth Corps. He died in November of 2002 at the age of 71.
