James L. Perry is Chancellor’s Professor in the School of Public and Environmental Affairs ( SPEA) and Adjunct Professor of Philanthropic Studies and Political Science at Indiana University, Bloomington. He has held faculty appointments at the University of California, Irvine, University of Wisconsin, Madison, Indiana University—Purdue University Indianapolis, and University of Hong Kong. He has twice been selected for Fulbright Fellowships. In 1986, he was Fulbright Scholar at the Chinese University of Hong Kong. His second Fulbright was in 2007 at Yonsei University, where he was Distinguished Lecturer. In 2006-2007, he served as Senior Postdoctoral Fellow at the Public Management Institute of Katholieke Universiteit Leuven, Belgium. Perry received his B.A. in Public Affairs from the University of Chicago in 1970 and a M.P.A. and Ph.D. from the Maxwell School of Citizenship and Public Affairs at Syracuse University.

Perry is the author or editor of eight books and more than 135 journal articles and book chapters. Professor Perry’s recent research has focused on public service motivation, performance-related pay, community and national service, and government reform. During his career, he has conducted innovative and cutting-edge research on public sector collective bargaining, public technological innovation, civil service reform, and public organizational behavior. His research on public service motivation has stimulated research now underway in more than a dozen countries in North and South America, Europe, Asia, and Australia. During the twenty-year period from 1985-2005, he was the sixteenth most cited scholar in public policy, public administration, and public law. Perry’s scholarly contributions have been recognized with many awards, most recently the 2008 Dwight Waldo Award, which is conferred for outstanding contributions to the professional literature of public administration over an extended career.

In addition to his scholarly contributions, Perry has served in a wide range of leadership positions in universities and professional associations. His university roles include serving as associate dean, faculty chair and doctoral program director at the University of California, Irvine and Indiana University. His leadership contributions to professional associations such as the American Society for Public Administration (ASPA), National Association of Schools of Public Affairs and Administration, and the Academy of Management span more than three decades. Perry serves on many editorial boards and was editor-in-chief of the Journal of Public Affairs Education from 1998 to 2000.

In addition to consulting and public service, on two occasions Perry has served full time in federal agencies. In 1992, he was special assistant to the Assistant Secretary for Personnel Administration, U.S. Department of Health and Human Services. In 1999-2000, he was senior evaluator at the Corporation for National and Community Service. Perry is former commissioner and chair of the Indiana Commission on Community Service and Volunteerism. He was elected fellow of the National Academy of Public Administration in 1998.
