Nature of the career/research transition opportunity

The K99/R00 award will provide up to 5 years of support consisting of two phases. The initial mentored phase will provide support for up to 2 years for the most promising and exceptionally talented new investigators who have no more than 5 years of postdoctoral research training experience at the time of initial application or subsequent resubmission(s) and do not already have a full-time tenure track assistant professor position (or equivalent). This initial phase of mentored support will allow the candidate time to obtain additional training, complete research, publish results, and bridge to an independent research position. The candidate must propose a research project that will be pursued during the K99 phase and transition into an independent project during the R00 phase of the award. The candidate and mentor(s) together will be responsible for all aspects of the mentored (K99 phase) career development and research program. An individual may submit an application from an extramural or intramural sponsoring institution/organization that has a rich and extensive research program in the area of interest as well as the faculty, facilities and resources to support the proposed research endeavor. The individual must select an appropriate mentor with a track record of funded research related to the selected research topic and experience as a supervisor and mentor. The sponsoring institution must ensure that the candidate has the protected time needed to conduct the proposed research.

Following the mentored phase, the individual may request up to 3 years of support to conduct research as an independent scientist at an extramural sponsoring institution/organization to which the individual has been recruited, been offered and has accepted a tenure-track full-time assistant professor position (or equivalent). This support is to allow the individual to continue to work toward establishing his/her own independent research program and prepare an application for regular research grant support (R01). Support for the independent phase, however, is not automatic and is contingent upon being accepted by an appropriate extramural institution and the successful NIH programmatic review of the individual’s mentored phase of the award.

Special Note: Applicants are cautioned that not all NIH Institutes and Centers (ICs) participate in this program, and that consultation with relevant IC staff prior to submission of an application is strongly encouraged. The participating ICs have different emphases and program requirements for this program. Therefore, a prospective applicant is urged to consult the Table

of IC-Specific Information, Requirements and Staff Contacts to determine whether the planned research and training falls within the mission of one of the participating NIH ICs.

Synopsis of Program:

The Integrative Graduate Education and Research Traineeship (IGERT) program has been developed to meet the challenges of educating U.S. Ph.D. scientists and engineers with interdisciplinary backgrounds, deep knowledge in chosen disciplines, and technical, professional, and personal skills. The program is intended to establish new models for graduate education and training in a fertile environment for collaborative research that transcends traditional disciplinary boundaries. It is also intended to facilitate diversity in student participation and preparation, and to contribute to a world-class, broadly inclusive, and globally engaged science and engineering workforce.

Building upon the IGERT platform, the purpose of this IGERT solicitation is to support new models in graduate education in which students are engaged in an environment that supports innovation to learn through hands-on experience how their own research may contribute in new ways to benefit society and to learn the processes for the successful implementation of such contributions.

Within the Cyberinfrastructure Framework for 21st Century Science and Engineering (CIF21) and IGERT, NSF recognizes the need to educate and support a next generation of researchers able to address fundamental challenges in 1) core techniques and technologies for advancing big data science and engineering; 2) analyzing and dealing with challenging computational and data enabled science and engineering (CDS&E) problems, and 3) researching, providing, and using the cyberinfrastructure that makes cutting-edge CDS&E research possible in any and all disciplines.

Through this amendment to the IGERT solicitation NSF 11-533, a new IGERT-CIF21 track has been created as a mechanism to address the training and education needs in CDS&E and cyberinfrastructure research. The CIF21 activity is part of the NSF-wide IGERT activity, as described in http://www.nsf.gov/funding/pgm_summ.jsp?pims_id=12759.

Synopsis of Program:

Through the Smart Health and Wellbeing (SHB) Program, NSF seeks to address fundamental technical and scientific issues that would support much needed transformation of healthcare from reactive and hospital-centered to preventive, proactive, evidence-based, person-centered and focused on wellbeing rather than disease. The issues to be addressed include, but are not limited to, sensor technology, networking, information and machine learning technology, modeling cognitive processes, system and process modeling, and social and economic issues. Effective technology-based solutions must satisfy a multitude of constraints arising from clinical needs, social interactions, cognitive limitations, barriers to behavioral changes, heterogeneity of data, semantic mismatch and limitations of current cyberphysical systems.

The high degree of complexity and broad range of the problems require multidisciplinary teams of scientists and engineers to identify and address barriers limiting quality of life, independence for chronically ill and elder individuals, and other aspects of wellbeing. Fundamental technological advances are also needed to understand the impediments that prevent people from engaging in health-promoting life styles including diet and exercise and from participating in their healthcare decisions.

Proposers are invited to submit proposals in two project classes, which are defined as follows:

Type I: Exploratory Projects (EXP) – $200,000 to $600,000 total budget with durations from two to three years; and

Funding Opportunity Purpose

The NINDS Advanced Postdoctoral Career Transition Award to Promote Diversity issued by the National Institute of Neurological Disorders and Stroke (NINDS), National Institutes of Health (NIH), is designed to increase the number of highly trained early career investigators from diverse backgrounds underrepresented in neuroscience research. Faculty from diverse backgrounds represent only 5% of the tenure-stream neuroscience faculty (2009 Survey Report Neuroscience Departments and Programs). This opportunity provides individuals from diverse backgrounds with strong training in neuroscience with the resources and tools that will help facilitate a transition to a stable and productive independent research position. Individuals from diverse backgrounds underrepresented in neuroscience research are eligible for support under this award if they have doctoral research degrees (Ph.D., P.h.D./M.D. or equivalent) and between 2 and 5 years of postdoctoral research experience at the time of application.

The primary objectives of this Funding Opportunity Announcement (FOA) are to: (1) assist talented underrepresented scientists to transition from postdoctoral training to a secure, independent research position and (2) enhance the conditions that promote establishing a strong and innovative independent program of research.

NINDS support for K22 program relies equally on scientific merit and programmatic considerations. Consequently, we strongly recommend potential applicants speak with program officials at NINDS before preparing an application. NINDS will not support projects, regardless of the results of merit review, if they do not fulfill current programmatic priorities at NINDS.

Career Stage: Candidates for this award must have earned a terminal research doctoral degree or a combined clinical and research doctoral degree. *See link below for detailed eligibility and complete FOA information

Mentor(s)

Before submitting the application, the candidate must identify a mentor who will supervise the proposed career development and research experience. The candidate’s mentor should be an active investigator in the area of the proposed research and be committed both to the career development of the candidate and to the direct supervision of the candidate’s research. The mentor must document the availability of sufficient research support and facilities for high-quality research. The mentor should have sufficient independent research support to cover the costs of the proposed research project in excess of the allowable costs of this award. Candidates are encouraged to identify more than one mentor, i.e., a mentoring team, if this is deemed advantageous for providing expert advice in all aspects of the research career development program. In such cases, one individual must be identified as the primary mentor who will coordinate the candidate’s research. The candidate must work with the mentor(s) in preparing the application.

The primary mentor should be in the candidate’s home institution or, in rare circumstances, be available locally (in the latter case, the applicant should discuss plans in advance with a NINDS Program Director). The mentor should explicitly state that the scholar has ownership of the project, in the sense that he/she can take the project with him/her to the independent position. If only a portion of the project belongs to the scholar, the aspects that can and cannot be taken should be described.

Funding Opportunity Purpose

The purpose of the U.S.-China Program for Biomedical Collaborative Research is to stimulate collaborative basic, translational, and applied research between United States (U.S.)-based researchers and Chinese researchers in the areas of allergy, immunology, and infectious diseases including HIV/AIDS and its co-morbidities and co-infections, cancer, mental health, Parkinson’s disease (PD), and stroke.

Letter of Intent Due Date August 18, 2012
Application Due Date(s) September 18, 2012, by 5:00 PM local time of applicant organization.

Background

The National Institutes of Health (NIH) of the U.S. Department of Health and Human Services (HHS) supports international collaborative biomedical research to advance science and expand biomedical knowledge. Scientific cooperation between the U.S. and the People’s Republic of China was initiated over 30 years ago and has grown rapidly in recent years. Recognizing that enhanced cooperative biomedical research would be of mutual benefit to the U.S. and China, the NIH Director and the President of the National Natural Science Foundation of China (NSFC) signed a Memorandum of Understanding (MOU) in October 2010.

NIH and NSFC signed an Implementing Arrangement (IA) in December 2010 to develop a new U.S.-China Program for Biomedical Research Cooperation. A Joint Working Group (JWG), made up of members from both NIH and NSFC, will develop strategic plans for collaboration, review and clearance of proposed U.S.-China projects. Both the NIH and NSFC have allocated funds to support joint activities pursued under this program.

U.S. and Chinese collaborating investigators should work together to submit corresponding applications to NIH and NSFC. U.S. investigators will respond to this announcement from NIH, and Chinese investigators will respond to a separate funding announcement from NSFC. By sending an application to NIH, the applicant agrees to provide a complete copy of their submitted NIH application to their Chinese counterpart. Potential U.S. applicants concerned about confidentiality or proprietary information should take this requirement into account before deciding what information to submit in their application to NIH. NIH will not consider for funding any application that has not met this sharing requirement.

Eligibility for NSFC funding under these collaborative projects is limited to scientists who are current or former NSFC grantees. NSFC will publish a corresponding funding announcement (in Chinese) for partnering Chinese investigators to apply for funding under the joint U.S.-China Program in Biomedical Research Cooperation (see http://www.nsfc.gov.cn/Portal0/InfoModule_396/More.htm). Applications from Chinese investigators responding to the NSFC announcement will be reviewed in parallel by NSFC using review criteria that are harmonized with NIH review criteria. Applicants responding to the NSFC announcement will also be required to submit as part of their applications a copy of the NIH application provided by their U.S. collaborator. Therefore, it is expected that the Chinese collaborator will contact the U.S. Program Directors/Principal Investigators (PD(s)/PI(s)) and request a copy of their application in response to this announcement for submission. This application will also be reviewed confidentially during the NSFC review process.

Funding decisions for applications submitted to NIH will be made by NIH with consideration of the research priorities of the U.S. China program. Both the U.S. and Chinese applications must be determined to be eligible and responsive (in the parallel processes conducted by the NIH and NSFC) to be considered for funding under the program.
