Garland C. Elmore, Ph.D.

As Deputy CIO, Dr. Elmore provides leadership for all elements of IU's technology infrastructure, especially with respect to the quality of UITS services. One of the architects of the eight-campus strategic plan for IT, Elmore contributed to shaping IU's vision for a teaching and learning environment richly enabled by technology, and led the implementation of an infrastructure of resources and services now recognized as one of the nation's finest. Under his leadership IU realized its vision for pervasive, lifecycle-funded desktop technology. Elmore's vision for a self-service, customer-centered, online services and support mechanism is recognized as path breaking for combining remote, personalized, and automated modes of services, delivered to the desktop. IU's IT help and services environment was the topic of three EDUCAUSE research bulletins, and has provided models for university IT service delivery environments across the nation. As Dean for IT at IUPUI, Elmore was the OVPIT project leader for the Informatics and Communications Technology Complex (ICTC), the Indianapolis campus center for IT resources and services, and an advanced site for pioneering work in a broad range of information technology fields, housing the IUPUI-based Pervasive Technology Labs and the School of Informatics with its New Media Program, the School of Journalism, and Program in Music. Elmore has written and spoken widely on innovations in IT applied to teaching and learning. Elmore holds a Ph.D. in Communication from Ohio University and Batchelor's and Master's Degrees in Communication from Concord College and Marshall University, respectively.
