Reporting Criminal Activity
To report a crime or other emergencies to the IU Police Department's Bloomington Division dial 812-855-4111 or 911 if it is an emergency from any IU Bloomington campus or building phone. We encourage the prompt and accurate reporting of all crimes on our campus or other university property so others can be given timely a warning of any danger and so that crime statistics can be reported accurately.
Dispatchers are available at 812-855-4111 or 911, 24 hours a day to answer your call. In response to a call, IUPD will take the required action, dispatching an officer or asking the victim to report to IUPD to file an incident report. Many of the IUPD incident reports are reviewed with the Dean of Students office for potential action by the Office of Student Ethics.
IUPD Investigators will investigate a report when it is deemed appropriate. Additional information obtained via the investigation will also be forwarded to the Office of Student Ethics.
All on-campus hard-wired telephones will be routed to the Indiana University Police Department. Cell phones and off-campus telephones will be routed to the Monroe County Central Dispatch Center. The IU Police Department's Bloomington Division is in direct contact with all other local 911 call centers.

The IU Police Department's Bloomington Division prepares reports and investigates crimes that occur on the IU Bloomington campus or on any property owned or controlled by the University. Any crime or suspicious situation should be reported to police or security personnel.
A person reporting a crime to IU police may also report the incident to the local police department having jurisdiction. IU police officers can discuss this option with the victim of a crime and inform them of the procedure.
Confidential reports, which provide sufficient information for classification by law enforcement officials using guidelines established by the FBI Uniform Crime Reporting Program will be included in campus crime statistics. Professional and pastoral counselors are encouraged to inform persons whom they counsel of our procedures for reporting such crimes, when they deem it appropriate. Confidential crime reports made to counselors may be provided to IU Police Department's Bloomington Division authorities with no personally identifying information disclosed without court service. Reports can be made for the inclusion in the campus crime statistics.

Campus Emergency Phones
The IU Bloomington campus has outside and inside emergency phones. Emergency telephones are located at various locations around the IU Bloomington campus and in most of the floors of the parking garages. Some of these phones have a blue light and an emergency phone sign. For an emergency, dial 911 or press the emergency button for automatic dialing. IU Police Department personnel may also be contacted for emergency or non-emergency situations by using the keypad. Any crime or suspicious situation should be reported to IU Police Department personnel. Call 812-855-4111 or 911 anytime from any campus phone. A police officer will respond to your location. The appropriate agency will be contacted in the event that further assistance is needed. Instructions for contacting civil authorities or IU Police personnel may be found in the IU campus directory.

Campus Police Authority and Jurisdiction for the IU Police Department - Bloomington Campus
Officers maintain a 24 hour presence on the IU Bloomington campus. IU Police officers investigate all criminal offenses that occur in it's primary jurisdiction. While there is no written memorandum of understanding for assistance from other law enforcement agencies, the IU Police Department's Bloomington Division receives assistance from the Bloomington Police Department, Monroe County Sheriff's Department and the Indiana State Police when necessary or when requested during investigations. This excellent working relationship regarding mutual assistance is reciprocal. In addition, the IU Police Department's Bloomington Division participates in and receives tactical response from the Monroe County multi-jurisdictional Critical Incident Response Team.
Indiana Code gives post-secondary educational institutions accredited by the North Central Association the authority to appoint police officers (IC 21-39-4). The Board of Trustees and Indiana University have used that authority to form a police department. The Police at Indiana University have jurisdiction on any real property owned or occupied by the University and on any streets through and adjacent thereto. The Department also shares concurrent jurisdiction anywhere in Monroe County through signed agreement with the Sheriff of Monroe County (IC 21-39-4-6).
The IU Police Department's Bloomington Division has a close working relationship with State and local police and a signed jurisdictional agreement with the Bloomington Police Department. Verbal agreements for mutual aid exist with State and local police to assist in the investigation of alleged crimes.
The IUPD Bloomington employs 44 full time sworn police officers. With these full time employees, several part time police officers and student cadets assist with all functions of public safety at Indiana University. The full time and part time officers are all fully certified as law enforcement officers by the Indiana Law Enforcement Training Board. These officers meet the same standards as all other law enforcement officers in the State of Indiana.
The IUPD Bloomington works closely with local, state, and federal law enforcement agencies and has direct access to the national and state law enforcement computer networks (NCIC/IDACS)
Many of the officers at the IUPD Bloomington campus possess specializations in a myriad of areas. Among the employees, there are instructors in Defensive Tactics, Firearms, Emergency Vehicle Operations, HAZMAT, CPR, Domestic Violence, First Aid, Survival Tactics, Strategies and Tactics of Patrol Stops, and Standardized Field Sobriety Testing.
The IU Police Department is one of the larger university police organizations in the United States and is among the 12 largest law enforcement organizations in the state.
Fire
In case of fire there are fire pull boxes located at all building exits. If you encounter a fire, and the fire alarm is not sounding, pull the nearest alarm box and leave the building. Portable fire extinguishers, which are located in all campus buildings are intended for use by trained personnel. If a fire alarm sounds in your building, leave the building immediately. If possible, close all doors when exiting, and use stairs. Do not use elevators.
Do not enter the building until IU Police or security personnel, or local emergency response personnel notify you that it is safe to do so. Disabled persons should wait at the disabled evacuation points, or in other designated areas, and assistance will be provided if evacuation is required. Disabled persons should review evacuation procedures as outlined in the Emergency Action Plan which can be located at https://rmweb.indiana.edu/ORM/eap.cfm.

All IU Police Department's Bloomington Division police officers, cadets and security personnel receive training in first aid, cardiopulmonary resuscitation and life saving techniques. The IUPD Bloomington campus response vehicle are equipped with AEDs (Automatic External Defibrillators). On duty officers respond to medical emergencies and notify the Monroe County Central Dispatch if ambulance or additional medical assistance is needed. For medical emergencies dial 911.

Vehicle Assistance
This service is the responsibility of the Office of Parking Operations. Simply call Parking Enforcement at (812) 855-9849 and Motorist Assistance will be there to help you. This service is free up to three times per academic year, and costs $30.00 for each additional call.
Building Access Policy and Facility Safety on the IU Bloomington Campus
The University is open to the public. However, there are areas where access is restricted and not permitted without permission from a University representative. University departments can be contacted individually regarding areas of restricted access. When a building is closed, only faculty, staff, and students with specific authorization are permitted inside. Numerous academic, cultural and social activities take place on the IU Bloomington campus throughout the year, and individual building hours may vary.
IU owned houses are restricted to residents and their approved guests. Each resident has a front door key, which allows access to their residence, and a key to their individual room. Guests should be accompanied at all times by the resident whom they are visiting.

Facility Safety and Access Policy During business hours, the Indiana University Bloomington campus (excluding certain housing facilities) will be open to students, parents, employees, contractors, guests, and invitees. During non-business hours, access to all Indiana University’s Bloomington campus facilities is by key or card access if issued, or by admittance via the Residence Life staff. In the case of periods of extended closing, the Indiana University Bloomington campus will admit only those with prior approval to facilities.
Residence halls are secured 24 hours a day. However, there are exceptions to this policy. Contact a member of the Residence Life staff to learn the policy for a specific residence hall. Additional safety information about the residence halls, including the guest policy, may be found in other campus publications, such as the residence halls handbook and calendar. Over extended breaks, the doors of unoccupied residence halls will be secured around the clock, and will be equipped with a lock core separate from the regular key issued to resident students.
Some facilities may have individual hours, which may vary at different times of the year. Examples are the HPER Building, SRSC (Student Recreation and Sports Center) and the Wells Library. In these cases, the facilities will be secured according to schedules developed by the department responsible for the facility.
Emergencies may necessitate changes or alterations to any posted schedules. Areas that are revealed as problematic have security surveys conducted. Administrators responsible for Public Safety and other concerned areas review these results. These surveys examine security issues such as landscaping, locks, alarms, lighting, and communications. Additionally, during the academic year, the representatives from the Dean of Students Office, Housing, Residence Life, IU Police, and Transportation discuss issues of pressing concern.
Physical Plant staff maintains and inspects the campus lighting system every two weeks. Call the Physical Plant Operations Center at 812-855-8728 to report a broken or otherwise ineffective light. Although the Operations Center is open 24 hours a day, only emergency repairs will be made on evenings or weekends.
Access to academic buildings is determined by individual building supervisors; contact the appropriate supervisor for specific information. Generally, however, faculty and staff are available in these buildings during the regular business hours of 8 a.m.-5 p.m. weekdays. Building Services staff, who are easily identified by their tan and brown uniforms, are present in the buildings during many of the remaining hours. You are encouraged to report to them any safety concerns of a facility or suggestions, or you may call the Building Services Division of the Physical Plant at 812-855-3121.
Tobacco Free Campus Policy
Indiana University is a tobacco-free campus. In February 2007, the Trustees mandated that smoking and the sale of tobacco products would be prohibited on all university property no later than January 1, 2008. The policy for all campuses can be found at: http://www.indiana.edu/~uhrs/smoke-free/index.html Indiana University is concerned about the toll that smoking and tobacco use has on the health and well-being of the university community. As a public institution of higher education with units that research and treat the effects of smoking and tobacco use, IU believes it has an obligation to exercise leadership by promoting a healthy, smoke-free environment for its students, employees, and visitors. Since January 1, 2008, all IU campuses have had an individually tailored policy that provides for a smoke- or tobacco-free campus. Civility and respect are expected by all members of the university community in regards to this mandate. Violations of the policy will be addressed through existing processes in place for students, faculty and staff.
Indiana University policy prohibits unauthorized possession or use or sale of alcoholic beverages, and other illegal drugs or controlled substances, or their use or possession contrary to law. IU's Bloomington campus enforces compliance with state and federal laws governing alcohol and other illegal drugs. A violation of any Indiana or federal criminal law pertaining to alcohol and other illegal drugs is also a violation of the University Code of Student Rights, Responsibilities, and Conduct. Such violations will be referred to the office of Judicial Affairs and may be subject to additional sanctions. Students may obtain information regarding drug or alcohol counseling, treatment, or rehabilitation programs from Indiana University's Alcohol-Drug Information Center, Student Health Center, Counseling and Psychological Services, or Dean of Students Office. University policies pertaining to alcohol and other illegal drugs are outlined in the university's Drug-Free Workplace Policy statement, and in the I.U. Code of Student Rights, Responsibilities, and Conduct. Statements of policy are contained in the University's Personnel Policies manual, and notices addressing the U.S. Department of Education Regulations regarding Alcohol and Drug Use. The IU Police Department's Bloomington Division utilizes a variety of media in order to provide information and promote safety on campus. Sexual Assault Prevention and Response
If you are the victim of a sexual assault get help as soon as possible. Persons who are the victim of a sex offense on campus may report the incident to the IU Police Department's Bloomington Division, or to the Bloomington Police Department. IU Police Department personnel can also assist you in contacting the appropriate law enforcement agency for crimes not occurring on university property.

The Dean of Students or their designee and the Provost and Executive Vice President Indiana University Bloomington are regularly informed of all serious incident involving an IU Bloomington student.
Victims of a sexual assault should seek medical attention because of the risk of sexually transmitted diseases, pregnancy, in order to determine the presence of physical injury, and to obtain evidence to help in the investigation. Not seeking medical attention could have physical and emotional consequences. IU Police Department personnel will assist a victim with transportation to a hospital, if necessary. Area hospitals and the IU Student Health Center has specially trained personnel to deal with sexual assaults. Before going to the hospital do not change clothes, bathe, douche, or use the toilet. Such activities may result in evidence being lost.
If an offense involves another student, in addition to criminal prosecution, disciplinary action may be initiated within the university. The accuser and the accused are entitled to the same opportunities to have others present during a disciplinary proceeding. The outcome of the proceedings will be provided to both the accuser and the accused. Sanctions may include counseling, suspension or expulsion. Student victims may also request changes in university classroom and/or living arrangements, and those requests will be granted when such changes are reasonably available. Additional information regarding university procedures is contained in the Code of Student Rights, Responsibilities, and Conduct. The IU Police Department's Bloomington Division has information available regarding rape and date rape. If you are the victim of sexual assault you may be feeling a number of strong emotions and/or experiencing various physical problems. Other outside help agencies are also available.

Sex and Violent Offenders Registry
The Campus Sex Crimes Prevention Act of 2000 requires procedures to ensure that offender registration information is made available in a timely manner to law enforcement agencies with jurisdiction where institutions of higher education are located, and that it is entered into appropriate State records and data systems. Law enforcement agency information provided by the State concerning registered sex offenders may be found at the Indiana Sheriff's Association website located at http://www.indianasheriffs.org.
When a report of a potential emergency or other dangerous situation occurs appropriate University personnel will respond in order to assess the situation. If it is determined that an emergency or other dangerous situation involving an immediate threat to the health or safety of students or others on campus exists, immediate notification of the emergency or dangerous situation will be made to the campus community. Usually, such notification will be made by using the IU Notify emergency notification system. Notification can be accomplished using a variety of messaging methods that include text, telephone, electronic mail, television cable over-ride, sirens and/or public address systems. However, University personnel authorized to issue such notifications will use their discretion to determine the specific method(s) of notification.
If Public Safety or other campus officials confirm there is an emergency or dangerous situation that poses an immediate threat to the health or safety of some or all members of our community, the Public Safety officials and University officials, will collaborate to determine the content of the message and will use some or all of the systems described above to communicate the threat to the Bloomington community or to the appropriate segment of the community, if the threat is limited to a particular building or segment of the population. It should be noted that unlike the Timely Warning requirement, emergency notification isn't restricted just to Clery reportable crimes. Incidents such as a series gas leak, haz-mat spill, etc could warrant the use of this protocol. University officials will, without delay and taking into account the safety of the community, determine the content of the notification and initiate the notification system, unless issuing a notification will, in the judgment of the first responders, compromise the efforts to assist a victim or to contain, respond to, or otherwise mitigate the emergency.
If the emergency information needs to be disseminated outside of the campus community this will be accomplished utilizing the campus Emergency Preparedness website at http://www.iub.edu/~prepare, telephone information line, and by communicating with local news agencies.
Evacuation procedures may be found in the campus Emergency Procedures Handbook, and Emergency Action Plan. These documents may be found on the campus police webpage located at http://rmweb.indiana.edu/orm/SiteMap2.cfm. Evacuation route maps are posted in hallways throughout all campus buildings.
Fire drills are scheduled annually to test the evacuation procedures for each building on the IU Bloomington campus . A test of the IU Notify emergency notification system is conducted at least once per calendar year.
Crime alerts, timely warnings and other information are disseminated on all incidents that in the judgment of the campus police could jeopardize the safety of university personnel, students, or visitors. This information is sent on a regular basis to the broadcast and print media outlets within and outside the Bloomington, Indiana area.
Police Daily Crime Logs for the most recent 60 days are open to the general public for inspection during normal business hours upon request to the IU Police Department's Bloomington Division, 1469 East 17th Street, Bloomington, IN or by calling 812-855-4111. Portions of the log older than 60 days are available for public inspection within two business days of a request.
If a student who resides in on-campus housing is believed to be missing, it must be reported immediately to the IU Police Department's Bloomington Division at 812-855-4111. IUPD will obtain a report and initiate an investigation. If IUPD determines that the student is missing and has been missing for more than 24 hours, IUPD will notify the Bloomington Police Department and the student's emergency contact no later than 24 hours after the student is determined to be missing. If the missing student is under the age of 18 and is not an emancipated person, IU Bloomington officials will notify the student's parent or legal guardian immediately after IUPD has determined that the student has been missing for more than 24 hours.
In addition to identifying an emergency contact, any student who resides in an on-campus housing facility may identify a person to be contacted should the student be determined to be missing for more than 24 hours. If a student has identified such a person, IU Bloomington will notify them no later than 24 hours after the student is determined to be missing. This contact information will be registered confidentially and will be accessible only to authorized campus officials, and will not be disclosed outside of a need to further a missing student investigation. A student may submit the information to the IU Residential Programs and Services.
Crime Statistics
The IU Police Department's Bloomington Division records all reports of criminal activity on campus and on property owned or controlled by the University. Reported crimes that occur in IU owned houses which are occupied by students or occur in a student apartment are reported as occurring in on-campus residential units. Reports of crimes and attempted crimes are listed according to the calendar year in which the crime was reported as required by the Clery Act, as are arrests and referrals for illegal alcohol, drug and weapons violations.
The procedures for preparing the annual disclosure of crime statistics include reporting statistics to the university community obtained from the IU Police Department's Bloomington Division. A written request for statistical information is also made on an annual basis to the Bloomington Police Department. Statistical information which contains no personal identifying information is also requested from employees at the university Student Counseling Center, even though they are not required by law to provide statistics for the compliance document. Crime statistics for the Bloomington Campus are reported to the university community through the IU Police Department's Bloomington Division, which is published by the university police department.
Crime statistics for the previous three years may be found in the tables listed in this report as required by the Clery Act.
Electronic bulletin notices are sent to every enrolled student, prospective student and current employee on an annual basis. The notice includes a brief summary of the contents of the Clery crime statistics. It also includes the web address for the on-line report and information about how to request a hard copy of the report.

Sexual Harassment
If you believe that you are being sexually harassed, contact the IU Affirmative Action Office. The Affirmative Action Office responds to all complaints. Sexual harassment may include any unwelcome sexual advance, request for sexual favors and other physical conduct of a sexual nature. Penalties range from warnings to dismissal and complainants are protected from retaliation by the alleged harasser. IU Bloomington does not have any officially recognized student organizations that have housing facilities off-campus. If local police respond to incidents involving criminal activity occurring off-campus, which involves IU Bloomington students, they may notify IU Police Department's Bloomington Division, however, such notification is not required. Students involved in such incidents may be subject to university judicial proceedings through the Office of Judicial Affairs.
The Bloomington Police Department have primary jurisdiction in all areas off campus. However, IU Bloomington Police officers can and do respond to incidents involving students that occur in close proximity to campus.
Clery reportable Hate Crimes are published as required by the Clery Act when a crime has evidence that the victim was intentionally selected because of the victim's actual or perceived race, gender, religion, sexual orientation, ethnicity, or disability.
