Public Safety Job Specs

JOB TITLE: Lieutenant

DATE: July 2011


JOB PURPOSE

Management position within police department that performs administrative duties in related functional areas such as operations, training, technical services, investigations, etc. Acts in capacity of senior departmental officer when higher level officers are absent.  

CHARACTERISTIC DUTIES AND RESPONSIBILITIES

Manage, train, instruct, evaluate and supervise subordinate personnel; including their work performance for completeness, accuracy and compliance within established university and departmental standards.

Compile and assimilate data, make recommendations to senior department administration, prepare statistical reports and analysis relative to the department’s goals and objectives. Ensure compliance with federal, state, local, institution and department policies.    

Complete project assignments from executive administrators concerning policy construction, security needs/issues. Serve on various University and Local/State law enforcement committees.      

Oversee and assist in response to emergency calls and initiate appropriate actions. 

Assume the additional duties of a supervisor as well as those of a front-line performer in this line of command, as necessary. May be required to temporarily assume the duties, activities and tasks of the Chief or Deputy Chief.

May specialize in one of the following areas or perform a combination of area duties:

Uniform Operations - Acts as shift commander and supervises sergeants, officers and other civilian personnel.  Makes work assignments; provides on-the-job training and assistance to officers.  Checks reports, adjusts work units/routines to cover work load.  Counsels, coaches and evaluates subordinate personnel.  If necessary may take calls for service, patrol to deter and detect crime, cite and/or arrest law violators, prepare and/or serve civil processes, secure and/or protect prisoners and provide protection services.  Assesses, plans, and evaluates area operational plans and deployments. Institutes and maintains standard operating procedures.

Investigations - Direct and review work of staff performing investigative work.  Participate in the investigative process and stay current on State and Federal criminal and civil law and investigate approaches to crimes.  Evaluate processes on routine basis and modifies techniques, procedures and policies.  Assist with background investigations on prospective IUPD employees.  Investigate and answer complaints filed against members of department.

Training - Plan, develop and provide training and staff development programs using a variety of mediums and methods.  Establish concepts, prepare materials, instruct and evaluate trainee performance in various in-service programs.  Evaluate course, instructor performance and overall effectiveness.  Provide direction for improvement and recommend additional training programs based on need.  Develop and organize training methods and materials.  Maintain training records and provide training reports to University staff and Indiana Law Enforcement Training Board.  Manage Field Training Officer and Cadet training programs. 

Special Operations - Coordinate and direct functions associated with technical support, logistics planning, inventory management, media relations, public relations, and crime prevention concerns.  Identify public safety issues then research, plan and implement public safety programs in response to those issues. Provide technical support, manage, and coordinate maintenance for computer systems hardware, software, peripherals, recording devices (audio and video), issued uniform articles, alarm systems, motor fleet, radios, telephone communications, PSAP switch with E911 University telephone database and associated items.

Administrative -   Evaluate personnel and equipment needs to develop short and long term plans.  Supervise personnel actions to include hiring, performance appraisals, transfers, promotions, work schedules and dismissals.  Conduct surveys and confer with other campus division to determine security needs.  Oversee department payroll.  Serve as public information officer and work with media outlets.    

Patrol campus and perform Sergeant/Police Officer duties as needed. Investigate complaints and accidents, document information, maintain records, collect evidence, question individuals, draft reports and enter reports on the Computer Aided Dispatch (CAD) and Records Management System (RMS).

Prepare and serve civil processes.  Participate in court proceedings, administrative hearings and/or quasi-judicial trials.

Administer aid as a first responder.

Drive vehicle with due regard for existing conditions and potentially dangerous situations.

Performs non-law enforcement duties specific to campus needs.

KNOWLEDGE, SKILLS, AND ABILITIES

Ability to take control of situation and perform duties effectively and in a professional manner during situations that may rapidly evolve and range from friendliness and persuasion to firmness and deadly force.

Ability to communicate effectively to staff through written and verbal instructions.

Advanced knowledge of the use and care of firearms, communications equipment, motor vehicles, computer hardware and software, photographic equipment, breath and chemical test equipment, audio-visual equipment, and all other associated law enforcement equipment.

Advanced knowledge of computers and word processing, email, and database software systems.

MINIMUM REQUIREMENTS

Education & Experience

  • Bachelor’s degree and 5 years law enforcement experience, including at least 2 years in a supervisory role.
          OR
    High school diploma/GED and 8 years law enforcement experience, including at least 2 years in a supervisory role.

Required Licenses & Certifications

  • Must be Indiana Law Enforcement Academy Certified.
  • Valid driver’s license and ability to be insured by Indiana University.
  • Complete and maintain all required annual law enforcement training and certifications as prescribed by Indiana State Law and the Indiana Law Enforcement Training Board (ILETB). 
  • Completion of ILETB Certified Instructor training preferred.
  • Current and continued certification in department required courses such as CPR, AED, Blood Borne Pathogens, IDACS, etc.
  • Current firearms qualification.
  • Demonstrated competency in the performance of specialized duties wherein specialized training has been provided and completed.

PHYSICAL REQUIREMENTS

Standing, walking, driving, climbing over obstacles, squatting/kneeling, reaching, grasping, pushing/pulling, twisting/bending, lifting/carrying up to 50 lbs, fingering, talking, hearing, and seeing.  Must maintain physical and mental readiness to react to sudden/dramatic changes in working conditions. Must make discriminations and decisions concerning subtle cues of impending danger or inconsistencies in witnesses’ or suspects’ testimonies, etc.

WORKING CONDITIONS

Majority of time spent indoors with minor amount of time spent outdoors working on foot or in a vehicle with possible exposure to extreme hot or cold temperatures for reasonable amounts of time. Physical and mental demands may change dramatically within a few seconds and tax the maximum of human endurance.  Can have contact with potentially dangerous people, animals, weapons and equipment.
