JOB TITLE: Deputy Chief of Police
DATE: July 2011
JOB PURPOSE
Assist the Chief of Police at the IUPUI and Bloomington campuses in providing leadership and oversight for law enforcement and safety for the campus. In coordination with the Chief, develops, implements, and continuously improves a comprehensive operation that satisfies University policy and mission related to public safety.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES
Act as Chief of Police in absence of Chief. Assist in departmental fiscal matters related to operations, payroll, purchasing, and other areas of the budget.
Assist Chief in developing, recommending, and implementing policies and procedures for department. Serve in advisory capacity to Chief and other university officials for public safety concerns and methods for increased efficiencies.
Assist Chief with developing strategic plan for campus operations and university wide public safety strategic planning.
Establish and maintain plans and operations in compliance with university, state and federal requirements. Review and interpret laws and regulations affecting the University and the preservation of public safety.
Manage, train, instruct, evaluate and supervise subordinate personnel; including their work performance for completeness, accuracy and compliance within established university and departmental standards. Consult with command personnel on operational and personnel issues and conduct progressive discipline as necessary.
Compile and assimilate data, make recommendations to Chief, prepare statistical reports and analysis relative to the department’s goals and objectives. Ensure compliance with federal, state, local, institution and department policies.
Complete project assignments from Chief concerning policy construction and development, security needs/issues. Serve on various University and Local/State law enforcement committees.
Plan for and train to respond to major crisis events and incidents on campus acting as part of a university incident management team or crisis management team.
Assist with Planning for major all special events; athletic, social, or of a cultural nature; with focus on crowd control, traffic control and security operations; providing guidance and direction, ensuring adequate staffing, space and facilities for the subsequent performance of duties.
Performs non-law enforcement duties specific to campus needs.
KNOWLEDGE, SKILLS, AND ABILITIES
Ability to take control of situation and perform duties effectively and in a professional manner during situations that may rapidly evolve and range from friendliness and persuasion to firmness and deadly force.
Ability to communicate effectively to staff through written and verbal instructions.
Advanced knowledge of the use and care of firearms, communications equipment, motor vehicles, computer hardware and software, photographic equipment, breath and chemical test equipment, audio-visual equipment, and all other associated law enforcement equipment.
Advanced knowledge of computers and word processing, email, and database software systems.
MINIMUM REQUIREMENTS
Education & Experience
- Bachelor’s degree required, advanced degree preferred. 8 years law enforcement experience, including at least 4 years in a supervisory role in higher education.
- Combinations of education and experience will be considered.
- Complex project management experience involving engagement and collaboration across a wide spectrum of diverse functions. This experience in a higher education environment is preferred.
Required Licenses & Certifications
- Valid driver’s license and ability to be insured by Indiana University.
- Must be Indiana Law Enforcement Academy Certified.
- Graduation from advanced law enforcement management training (FBI National Academy, Southern Police Institute, or similar institution) preferred.
- Complete and maintain all required annual law enforcement training and certifications as prescribed by Indiana State Law and the Indiana Law Enforcement Training Board (ILETB).
- Completion of ILETB Certified Instructor training preferred.
- Current and continued certification in department required courses such as CPR, AED, Blood Borne Pathogens, IDACS, etc.
- Current firearms qualification.
PHYSICAL REQUIREMENTS
Standing, walking, driving, climbing over obstacles, squatting/kneeling, reaching, grasping, pushing/pulling, twisting/bending, lifting/carrying up to 50 lbs, fingering, talking, hearing, and seeing. Must maintain physical and mental readiness to react to sudden/dramatic changes in working conditions. Must make discriminations and decisions concerning subtle cues of impending danger or inconsistencies in witnesses’ or suspects’ testimonies, etc.
WORKING CONDITIONS
Majority of time spent indoors with minor amount of time spent outdoors working on foot or in a vehicle with possible exposure to extreme hot or cold temperatures for reasonable amounts of time. Physical and mental demands may change dramatically within a few seconds and tax the maximum of human endurance. Can have contact with potentially dangerous people, animals, weapons and equipment.
