JOB TITLE: Chief of Police

JOB PURPOSE
Most senior management position within campus police department. Responsible for executive and expert leadership over public safety functions. Campus-wide oversight for policy and strategy across the scope of law enforcement and safety. Actively facilitate and visibly engage in communications and collaboration amongst various campus, university, local and state entities.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES
Provide leadership, direction, and oversight for all campus law enforcement functions. Establish and maintain plans and operations in compliance with university, state and federal requirements. Review and interpret laws and regulations affecting the University and the preservation of public safety.
Develop, recommend and implement policies and procedures for law enforcement and safety activities. Ensure compliance with federal, state, local, institution and department policies.
Develop and manage the department budget. Plan for and approve all expenditures. Develop strategic plan for campus operations and participate in university wide public safety strategic planning.
Advise university administration on strategies and decisions related to all aspects of law enforcement and safety; coordinates the preparation of operational reports and analyses showing progress, trends; makes unilateral decisions or seeks appropriate input and makes recommendations as to assessment, mitigation, and response.
Assess and set organizational structure, prepare organization plans, and make staff assignments. Ensure adequate resources are available to provide appropriate support and administration of operations. Set department performance standards and appraise performance. Continuously promote teamwork within the department.
Manage, train, instruct, evaluate and supervise subordinate personnel; including their work performance for completeness, accuracy and compliance within established university and departmental standards. Consult with command personnel on operational and personnel issues and conduct progressive discipline as necessary.
Serve on various University and Local/State law enforcement committees and act as liaison with local municipal agencies and courts. Develop partnerships with other jurisdictions.
Participate in the campus community; prepare and present formal and informal briefing to members of the university and local community.
Plan for and train to respond to major crisis events and incidents on campus acting as part of a university incident management team or crisis management team.
Plan for all major special events; athletic, social, or of a cultural nature; with focus on crowd control, traffic control and security operations; providing guidance and direction, ensuring adequate staffing, space and facilities for the subsequent performance of duties.
Performs non-law enforcement duties specific to campus needs.
KNOWLEDGE, SKILLS, AND ABILITIES
Ability to take control of situation and perform duties effectively and in a professional manner during situations that may rapidly evolve and range from friendliness and persuasion to firmness and deadly force.
Ability to communicate effectively to staff through written and verbal instructions.
Advanced knowledge of the use and care of firearms, communications equipment, motor vehicles, computer hardware and software, photographic equipment, breath and chemical test equipment, audio-visual equipment, and all other associated law enforcement equipment.
Advanced knowledge of computers and word processing, email, and database software systems.
MINIMUM REQUIREMENTS
Education & Experience
- Bachelor’s degree required, advanced degree preferred. 10 years law enforcement experience, including at least 6 years in a supervisory role.
- Bloomington & IUPUI campuses require at least 5 years of supervisory law enforcement experience in a higher education environment.
- Combinations of education and experience will be considered.
- Complex project management experience involving engagement and collaboration across a wide spectrum of diverse functions. This experience in a higher education environment is preferred.
Required Licenses & Certifications
- Valid driver’s license and ability to be insured by Indiana University.
- Must be Indiana Law Enforcement Academy Certified.
- Graduation from advanced law enforcement management training (FBI National Academy, Southern Police Institute, or similar institution).
- Complete and maintain all required annual law enforcement training and certifications as prescribed by Indiana State Law and the Indiana Law Enforcement Training Board (ILETB).
- ILETB Certified Instructor training preferred.
- Current and continued certification in department required courses such as CPR, AED, Blood Borne Pathogens, IDACS, etc.
- Current firearms qualification.
PHYSICAL REQUIREMENTS
Standing, walking, driving, climbing over obstacles, squatting/kneeling, reaching, grasping, pushing/pulling, twisting/bending, lifting/carrying up to 50 lbs, fingering, talking, hearing, and seeing. Must maintain physical and mental readiness to react to sudden/dramatic changes in working conditions. Must make discriminations and decisions concerning subtle cues of impending danger or inconsistencies in witnesses’ or suspects’ testimonies, etc.
WORKING CONDITIONS
Majority of time spent indoors with minor amount of time spent outdoors working on foot or in a vehicle with possible exposure to extreme hot or cold temperatures for reasonable amounts of time. Physical and mental demands may change dramatically within a few seconds and tax the maximum of human endurance. Can have contact with potentially dangerous people, animals, weapons and equipment.
