Preface


Effective July 1, 2012, these policies apply only to Police employees on the campus. The policies for Service Staff at Bloomington, Indianapolis, and South Bend can be found at hr.iu.edu/policies/sm-all.

This manual is issued to explain University personnel policies, which apply to Police Staff employees on the Bloomington campus. As such it represents only a portion of the University's personnel policies and procedures. A complete set of Trustee-approved policies is available for review at University Human Resources or the Office of the Board of Trustees.

This manual is issued at the request of, and for the convenience of, Local 683, AFSCME. It has not been submitted to, nor approved by, the Board of Trustees in its present form. It does not change the authority or intent of policies, which the Board of Trustees has approved. Instead, it is an attempt to collect in one document the policies applicable to appointed Police Staff employees represented by Local 683, AFSCME, pursuant to their exclusive representation rights under the Conditions for Cooperation.

There are departmental operating procedures covering subject matter applicable to individual departments. These procedures are to be updated and distributed annually to all Police Staff employees within the department. Such procedures are supplemental to and not in lieu of the policies in the manual. In case of conflict between such operating procedures and the policies in this manual, the policies in this manual shall control and these conflicts shall be subject to all stages of the grievance procedure including mediation and arbitration. Should the department issue new or change existing procedures, the department and the union shall meet to attempt to resolve any questions or concerns prior to implementation. The purpose of this compilation of policies and other policies that apply to Police Staff employees is to provide fair and equitable treatment of employees through their consistent application.
