Todd Royer, Assistant Professor of Public and Environmental Affairs

M.S. (1995), Ecology, Idaho State University, Pocatello. Thesis title: “The decomposition of plant material in the Middle Reach of the Snake River, Idaho.” Major advisor: Dr. G. Wayne Minshall.
Ph.D. (1999), Ecology, Idaho State University, Pocatello. Dissertation title: “Factors controlling leaf processing in stream ecosystems and a hierarchical model of their interactions.” Major advisor: Dr. G. Wayne Minshall.

Robert Agranoff (IUB Emeritus) received the Daniel J. Elazar Distinguished Scholar Award for career long contributions, from the Federalism and Intergovernmental Relations Section of the American Political Science Association, at its 2005 Annual Meeting, Washington, DC, September 1-4, 2005.

Randall Baker, IUB, left this week on a one-semester sabbatical in Bulgaria. While there he will, as a member, attend the Board of Trustees meeting at the University he helped to create in 1990. This has grown to 10,000 students and seeks his advice on developing an international graduate program. With the visa situation in the US and the high fees in the UK, students from S and E Asia and the SW Asia as well as an increasing number of Americans, are looking for top-quality alternatives, and Eastern Europe is quickly emerging as one of them. The oldest University in Europe, after all, is in the Czech Republic. The New Bulgarian University wants Dr. Baker to prepare a language policy and a strategy for recruitment internationally, while serving the needs of the nation. Foreign-language universities have too often been a pathway to emigration. The Board recently approved several millions for the construction of a new apartment and dormitory complex. The MPA Program at NBU is one of the great successes and students are customarily appointed before graduation. Bulgaria will join the EU in 2007, and this transition is also part of the strategy as standards and procedures change. Also during his stay he will attend a book signing at the US Embassy for his second book published first in the Bulgarian language, and his 13th overall. He will return to teaching in January.

Chris Craft, IUB, was recently awarded an USEPA STAR (Science to Achieve Results) grant. The grant, for $749,974 over three years, will support research on the “Effects of sea level rise and climate variability of tidal marshes, South Atlantic Coast.”

Otis Grant, IUSB, was a keynote speaker and discussed “Striving for Excellence in a Hostile Environment” at the Black and Latino Graduate Luncheon, IU South Bend, May 7.

Earl R. Jones, city and regional planning, SPEA—IU Northwest, has been invited to serve on the editorial board of the Journal of Public Management and Social Policy. Jones is also an associate professor of African American Studies in the College of Arts and Sciences, IU—Northwest. The purpose of the JPMSP journal is to provide a forum for research topics addressed by minority scholars and impacting minority groups. The journal welcomes manuscripts in four areas of research: politics, economics, equity, and the environment. The journal publishes theoretical, applied, and/or discussion papers on public administration, political science, and public policy issues associated with the process of economic, educational, environmental, political and social well-being of racial/ethnic minority populations. The journal also accepts book reviews and review essays designed to bring literature to the attention of a wider readership. All papers submitted to the Journal of Public Management and Social Policy are peer-reviewed. The journal is an ASPA section journal.

Les Lenkowsky, IUB and IUPUI, participated in the Philanthropy and the Media Summit, co-sponsored by the Center on Philanthropy, the IU School of Journalism, and the McCormick Tribune Foundation, at the Cantigny Conference Center in Chicago on September 12-14. On September 15, he took part in Constitution Day observances at IUPUI, debating Prof. Johnny Goldfinger of the Political Science Department on whether or not the restrictions of the Patriot Act are warranted. On September 21, he will be participating in a board meeting of the Achelis and Bodman foundations.

Dave Parkhurst, IUB, has been appointed to the editorial board of Ecological Applications, a journal of the Ecological Society of America.

Stephen Ziegler, IPFW, has been invited to speak at the KCBA Drug Policy Project 2005 Conference in Seattle, Washington this December: “Exit Strategy for the War on Drugs: Toward a New Legal Framework.”
