Fellow of the National Academy of Public Administration (NAPA). 2007, NAPA is an
independent, nonpartisan organization chartered by Congress to assist federal, state, and
local governments in improving their effectiveness, efficiency, and accountability.
NAPA Fellows are selected based on their sustained contributions to the field of public
administration through public service or scholarship. These Fellows serve as the cornerstone
