January 26, 2007
Jim Barnes, IUB, has been named to a panel of the National Academy of Public Administration that has been asked by the Department of the Interior on behalf of several other federal agencies to provide an Assessment of Institutional Options for Developing and Reporting National Environmental Indicators. The Government Accounting Office earlier had recommended that the federal government take a number of steps to develop a national system of environmental indicators that is reliable, trusted, and relevant. The Academy panel will critique a "white paper" that provides a basis for informed decisions by assessing existing capabilities and needs, identifying feasible institutional options, and evaluating the options based on sound criteria.
The V362 and V525 nonprofit management courses developed and taught by
Beth Gazley, IUB, were featured on a new IUB Web page, "Teaching and Learning at Indiana University." The Web site is located at

SPEA was well-represented on the doctoral thesis examination panel of Angel Saz-Carranza, ESADE Business School, Center for Public Management, Barcelona, Spain, January 22. Three of the five professors included
Robert Agranoff (IUB Emeritus/Ortega y Gasset-Madrid), Xavier Ballart (SPEA MPA 1988/Visiting Professor, 2000) Professor at Autonoma-Barcelona, and Manuel Villoria (SPEA graduate student/1992-1993, Visiting Professor, 2005) Professor, Juan Carlos I University, Madrid. Saz-Carranza's study was of U.S. immigration networks.
IU Kokomo’s School of Public and Environmental Affairs and the City of Peru conducted a Public Service Ethics Workshop on Thursday, January 18, at the Peru City Hall. The workshop examined ethical standards of conduct for senior/middle managers in government, business, and nonprofit organizations. “Responsible administrators must be able to act in ways consistent with their role as guardians of the public good and trust,” said Professor of Public Affairs
Robert Dibie, IUK, workshop coordinator and assistant dean of SPEA at Kokomo. Administrators serving at local, state, and federal levels—as well as senior police officers, sheriffs, and their deputies—found the workshop lessons relevant to their duties according to their evaluation of the event. The ethics workshop examined legal, moral, and public safety aspects of unethical work behaviors, ranging from distrust and favoritism to theft and falsifying information. It also explored how a leader’s personal values can influence his or her staff, Dibie said. “A leader’s personal integrity, fairness, and honesty can dynamically transform the level of public service provided by entire departments and organizations.” Peru Mayor James Walker, an IU Kokomo SPEA Advisory Board member, arranged the workshop location. Having faculty from IU Kokomo SPEA present the workshop “adds substantial credibility,” to the training, Walker said. “SPEA faculty are educators who conduct a lot of research in public affairs and management. “It’s always good to improve and re-educate yourself, to see if you’re continuing to do things right and make sure that your decisions are sound,” the mayor said.

The book deals with theories of change, and whether our social and political institutions can absorb the rapidly accelerating increase in the pace of change, and focuses on the process, rather than the phenomena, of change.
